I've done some searching around, but haven't been able to find what deems an inventory item "inactive." When is an item considered inactive? Is there any way to tell if an item is inactive?

Could you explain to me what you mean with "inactive". Do you mean archived?
By "inactive" I mean, is there a point when an item is left unchanged for so long that it no longer pushes information through API calls?
For example: we have a client that is having issues with a specific item not pushing to our system. This specific item has no history in LightSpeed since April of 2018.
I haven't heard anything back for five days and wanted to check in. @LucienVersendaal
You could use the Item's timeStamp to fetch only those that has been modified since a specific date.
