Is there a app which can show a pop up or notification with a message such as:

'You can almost benefit from free shipping. Only €8 to go'.

The number in this message should be dynamic based on the cart value. Is there a lightspeed app for this?

There is no app that does this. Certain themes such as the Access theme have this function built-in:
