Checkout error - shipping type cc info

I am running into an issue with a few customers that I can't nail down. The vast majority of our users are able to check out normally but I run into a few customers who are adamant that the system is glitching.
It's the one page checkout, they enter their info, select a delivery option and enter their CC info and they say they click the agreement box and "EVERY time" it kicks them back and says they must choose a delivery method. It typically works on the second try but it is "so annoying" to them. Any ideas on where to start on this? No error message, not browser specific.... Any ideas would be appreciated.
